(PLPT) – This morning, June 11, 2025, the Ministry of Justice hosted a discussion titled “The Role of Law-Practicing Organizations in Providing Legal Support to Businesses via the National Legal Portal.”

Mr. Le Ve Quoc, co-chair of the seminar – Head of Department of Legal Dissemination, Education and Legal Aid Department, and Ms. Ngo Quynh Hoa – Deputy Director of Department of Legal Dissemination, Education and Legal Aid. The seminar was attended by representatives from the Vietnam Bar Federation, the Vietnam Lawyers Association, law practice organizations, legal experts, businesses, and affiliated units under the Ministry of Justice.

Committed to accompanying businesses and the people

The seminar was held to discuss the participation of law-practicing organizations in providing legal consultancy services, and to share experiences in implementing online legal consultation through the National Legal Portal to support businesses and citizens. In addition, the event aimed to concretize Resolution No. 68-NQ/TW of the Party Central Committee on the comprehensive reform of legal dissemination and education, and the development of legal resources for enterprises, as well as comply with the Prime Minister’s directive outlined in Public electricity No. 1033/CĐ-VPCP.

Opening remarks at the seminar, Mr. Le Ve Quoc, Head of Department of Legal Dissemination, Education and Legal Aid under the Ministry of Justice, stated that with their significantly valuable experience, the lawyers team can contribute ideas to support the development and operation of the National Legal Portal, ensuring that the expectations and needs of the people and businesses are truly met, and avoiding the situation of “nonsense, absurdity.”

“Through the National Legal Portal, we strive to establish a reliable platform for citizens and businesses seeking legal information and expecting accurate, responsible, and transparent responses from State agencies. To achieve that, it is crucial to have the companionship of the citizens, businesses, and especially legal experts, and the legal profession,” Mr. Le Ve Quoc emphasized.

Ms. Phạm Thị Hạnh, Deputy Director of the Department of Legal Affairs under the Government Office, emphasized that it is necessary to enhance public awareness campaigns so that the public can clearly understand how the Portal operates. She also proposed completing the regulatory framework, establishing specific deadlines, and clarifying responsibilities for addressing petitions received through the Portal. According to Ms. Hanh, the Government is currently preparing to issue a Statute on the receipt and resolution of legal inquiries, drafted by the Ministry of Justice, it sets out the timeframe for handling submissions sent to the Portal, identifies the responsible authorities, specifies the procedures to be followed, and details how responses will be provided. At the same time, it sets out clear provisions and establishes a mechanism for classifying cases to resolve the cases as soon as possible, thereby reinforcing the National Legal Portal as a trusted source of legal support for citizens and businesses.

Need to share “legal materials” that are situational and have highly valuable practical.

During the seminar, delegates focused on sharing experiences and proposing solutions to enhance the effectiveness of coordination on digital platforms; focused on clarifying key issues such as the criteria for selecting law practice organizations to participate in legal consultancy, mechanisms for supervising the quality of legal advice, updating information on lawyers, and proposing mechanisms to recognize and commend organizations with active and effective performance.

At the seminar, Lawyer Le Cao (FDVN Law Firm) candidly shared his views on contributing legal data to digital platforms such as the National Legal Portal. According to him, in legal practice, many documents that lawyers have access to, such as high-value contracts or documents containing confidential information, cannot be publicly shared due to strict confidentiality requirements. This reality limits the extent to which legal resources can be contributed to artificial intelligence systems or open legal data repositories.

However, the lawyer also emphasized that there remains a vast amount of valuable data that legal professionals can contribute. These include thousands of legally effective court judgments, case review bulletins drawn from trial practice, and specific case scenarios rich in both academic and practical value, rather than merely reiterating legal texts that are already easily accessible elsewhere.

Lawyer Le Cao emphasized the importance of "materials" with depth, highlighting key points and specific situations that help citizens understand the law in the most relatable contexts. He suggested that legal platforms should orient their data collection in this direction to truly leverage the role of lawyers in legal dissemination and education through digital tools.

After listening to the insights shared by experts and lawyers, the leadership of the Department of Legal Dissemination and Legal Aid highly appreciated the opinions, considering them practical and valuable in improving the legal framework and enhancing the effectiveness of coordination between the State and professional legal associations in supporting businesses. The seminar reaffirmed the central role of law practice organizations in providing online legal support, while laying the groundwork for a new partnership among the Ministry of Justice, the businesses, and the legal community through the National Legal Portal. The event marked a new direction toward building a modern, transparent, and practical legal ecosystem.
