Government introduces guidelines for foreigners to enter HCMC amid pandemic

To prevent the spread of Covid-19, the Vietnamese Government has continued denying entry to foreign nationals, with only foreign diplomats, investors, technical experts and highly-skilled employees (hereafter experts) being allowed to enter the country on work but only on the condition that they seek permission from the authorities and comply with quarantine requirements.

In HCMC, according to the municipal Health Department, for this group of experts to enter the city for work through the Tan Son Nhat International Airport, enterprises that invite these experts need to conduct three procedures.

First of all, enterprises have to send documents inviting experts to Vietnam to the HCMC Department of Labor, Invalids, and Social Affairs, detailing their suggested quarantine options based on the city’s appraised list of paid quarantine hotels. The department will join hands with the HCMC Health Department and relevant agencies to submit a list of experts planning to enter the city on work to the city government for consideration and approval.

The municipal government will then work with the Vietnam Immigration Department under the Ministry of Public Security on processing immigration procedures.

After receiving approval for entry from the city government and competent agencies, enterprises need to send documents to the International Health Quarantine Center of HCMC, the HCMC Center for Disease Control and Prevention (HCDC) and medical centers citywide to jointly implement quarantine measures for the experts. The documents must include the list of experts approved by the city government, official dispatches on the grant of approval from the Vietnam Immigration Department and quarantine hotels registered by them.

As for regulations to register for quarantine hotels, the enterprises will select hotels based on the list approved by the city and posted on the HCMC Department of Labor, Invalid, and Social Affairs’ website at http://www.sldtbxh.hochiminhcity.gov.vn and contact and negotiate the quarantine fees with the hotel.

The quarantine hotels will cooperate with the relevant agencies to offer airport pickup services to the experts in line with the regulations of HCDC.

During the pandemic, the Government has also arranged repatriation flights to transport Vietnamese citizens home. To fly home on these flights, overseas Vietnamese nationals need to contact the Vietnamese embassies in the countries and regions where they live to register and make payments for the flights.

Vietnamese citizens can register for the paid quarantine services at hotels and military schools and other facilities arranged by the competent agencies, with daily meal costs at VND80,000 and other expenses at VND40,000.

Moreover, according to the regulations of the Health Ministry, passengers will have to register to undergo quarantine at one of the hotels or facilities designated by the provincial/municipal governments and present their working schedules in Vietnam. In addition, they will have to provide a negative Covid-19 RT-PCR test conducted within three to five days prior to their arrival date and also have to pay for testing fees.
