How to be traded life skills education activities?

My company operates in the education field, the main business line is teaching office information. Now we want to expand our business, register additional fields for life skills education activities, mainly is communication skill, skills to use social networks. I would like to know about the conditions and procedures to be applied for a license for life skills education activities?

Conditions and procedures to be applied for a license for life skills education activities are stipulated at "Regulation on management of life skills education and after-school hours education activities" issued with the Circular No. 04/2014 / TT-BGDĐT dated February 28, 2014 of the Minister of Education and Training.

Accordingly, life skills education activities are known as Educational activities help learners form and develop healthy habits, behaviors, attitudes in handling situations of personal life and participate in social life, thereby completing good personality and orientation for better self-development based on living values (Clause 1 Article 2 the management of life skills education and after school hours education activities).

Enterprises want to trade for life skills education activities must meet the legal requirements and be licensed by competent authorities.

Firstly, conditions for trading life skills education. (Article 4, 5, 6 "Regulation on management of life skills education and after-school hours education activities" issued with the Circular No. 04/2014 / TT-BGDĐT dated February 28, 2014 of the Minister of Education and Training).

* Infrastructure

- There are classrooms and function rooms with adequate lighting, ensuring school hygiene requirements as prescribed;

- Teaching equipment must ensure safety, suitable for teaching contents, student's activities and psychology.

* Teachers, reporters and coaches:

- Having enough health conditions;

- Having good moral qualities; not be in the time being disciplined from a warning or more, not being criminal prosecution;

- Having a certificate of pedagogy; knowledge in the areas of life skills or relevant educational activities.

* The materials curriculum:

- Having enough textbooks and documents issued or approved by the Ministry of Education and Training. If textbooks and documents are self-selected or self-developed, they must be approved by the agency competent licensed the operation or the agency that confirms the operation registration; meeting the requirements, with contents consistent with Vietnamese traditions and customs, not contrary to the provisions of law.

2. Procedures for licensing life skills education (Article 7 "Regulation on management of life skills education and after-school hours education activities" issued with the Circular No. 04/2014 / TT-BGDĐT dated February 28, 2014 of the Minister of Education and Training).

* Application Dossiers:

- The application form for licensing life skills education and after-school educational activities. The content of the application clearly states: objectives, tasks, training programs and contents; land, Infrastructure, equipment, location, the order of organization, finance and other resources; commitment to ensuring the guarantee of security and order,  environmental sanitation, strictly complying with regulations of management at all levels where life skills education and after-school educational activities are held;

- Business registration certificate;

- List, Personal Details attached valid proofs of leaders, teachers, coaches, and reporters (specify full name, education level, position, occupation, capacity pedagogy and understanding of areas of life skills or related educational activities) participate in organizing and conducting life skills education and after school hours activities;

- Plan activities, textbook, teaching and training materials.

* Authorized agency/person: Director of the Department of Education and Training

* Implementation order and deadline:

- Enterprise submits the files to the licensing authority;

- Within 15 working days after receiving a complete and valid dossier, the licensing authority shall conduct an appraisal of the dossier and examine the operating conditions, deciding license or not license.

- A written response and explanation shall be provided if it is not issued.
