Legal issue: Dear Lawyer, I have heard that from January 1st, 2025, all cars must be equipped with a dashcam. My car is a personal vehicle without any business purposes. Is it required to install a dashcam?

Thank you for sending you consideration to FDVN Lawfirm (“FDVN”), after researching the current legal regulations, FDVN has the following information: 

Clause 2 Article 35 of the Law on Road Traffic Order and Safety 2024 (effective from January 1st, 2025) regulates the requirements for participation in road traffic as follows: 

“Article 35. Requirements for participation in road traffic

2. Motor vehicles used in transportation services must be outfitted with tracking devices. Passenger motor vehicles of at least 8 seats (excluding the driver's seats) used in transportation services, hauling units, and ambulances must be outfitted with tracking devices and driver image-capturing devices.”

Therefore, according to this provision, from 2025, there are four types of cars that are required to be equipped with tracking devices, including: 

- Motor vehicles used in transportation services

- Passenger motor vehicles of at least 8 seats (excluding the driver's seats) used in transportation services

- Hauling units

- Ambulances

Additionally, passenger motor vehicles of at least 8 seats (excluding the driver's seats) used in transportation services, hauling units, and ambulances must be outfitted with tracking devices and driver image-capturing devices. Therefore, your personal car, without any business purposes, is not required to be   tracking devices when participating in road traffic.
