Procedures to change the license plate of the passenger transport vehicle to yellow

I started driving a car grab 2 months ago. Now I hear that a new Circular provides that the license plate of the transport business vehicle has to be changed to yellow. I feel confused and don't know what to do. Please give me some advice about the procedure to change the license plate to yellow. Thank you.

Thank you for concerning FDVN’s legal services. Regarding your consulting requests, after studying the relevant legal documents, FDVN Law Firm would like to give you the following advice:

According to Circular No. 58/2020/TT-BCA on procedures for issuance and revocation of vehicle registration and license plates of road motor vehicles, vehicles operating in transport business before the effective date of this Circular must be changed to license plates with a yellow background, black letters and numbers before December 31, 2021.

Accordingly, you are a grab car driver, so since this circular comes into effect, you are obliged to change your license plate to a yellow background as prescribed by law.

[1] Dossier for changing the license plate

You need to prepare all the following documents including:

- A vehicle registration certificate, made according to Form No. 01 enclosed with Circular No. 58/2020/TT-BCA;

- Vehicle registration certificate;

• Identity card or citizenship card or household registration book of the vehicle owner. Vietnamese people residing overseas can present passports (still valid);

- Moreover, the person authorized to handle the vehicle registration procedures, in addition to the vehicle owner's papers above, must also present his / her Citizen Card or Identity Card;

- Old white background license plate (two plates).

[2] The procedures for changing license plates

You make a full dossier and apply to the Traffic Police Department, the Road-Railway Traffic Police Department, the Road Traffic Police Department of the province, or a centrally run city (collectively known as the Traffic Police Department) to carry out the procedures for license plate change.

The time limit for license plate change is immediately upon receipt of a valid vehicle registration dossier.

- Implementation Period: from August 1, 2020, to before December 31, 2021.

[3] Fees for implementation

According to Circular No. 229/2016/TT-BTC regulating the rates, collection, payment, and management fees for registration and issuance of license plates of road motor vehicles, for a car when performing the procedures for the renewal of vehicle registration with a license plate, the fee is VND 150,000 (One hundred and fifty thousand dong).
